Funds 2014–2020

Especially the EU 2020 Strategy and the 5th Cohesion Report on Economic, Social and Territorial Cohesion are determining for setting the 2014-20 programming period. The aim of the EC is to achieve on the basis of the financial framework and legislative proposals (in the first semester of 2011) the adoption of the new legislative framework by the end of 2012 and to approve the new programming documents by the end of 2013.

The cohesion policy architecture counts on the existing fund system that will respect the old “key” to determining the entitlement to draw support under the Convergence objective: NUTS II shall not exceed 75 % of the EU average GDP. Similarly, the criterion of GNP per NUTS I territorial entity inhabitant below 90 % of the EU average shall be key for determining the entitlement to draw from the Cohesion Fund. The principal direction of the cohesion policy, i.e. the most of funds to economically less developed regions, will not be changed as well. However, all EU regions shall be supported, divided into four categories (less developed, more developed and transition regions and territorial cooperation).

Compared with 2007-2013, when the support was dispersed among great numbers of program priorities, concentrating the resources in a limited number of priorities is expected in the new period. The support of using new financial tools in a wider range of branches and making towns more visible as competitiveness drives can be highlighted among the expected news of the next period. The urban dimension of the cohesion policy will be represented especially in the so-called third dimension – territorial cohesion. We can expect that towns will be more active both within the proposal process and during the implementation of town development strategies. Also the institute of the so-called output bonus, i.e. a bonus in the form of additional allocation to those member countries and regions that have contributed the most to the objectives of the Europe 2020 Strategy, may appear in the new period.
